About High Bridge Dog Park The High Bridge Dog Park is a 7-acre, former coal power plant site that was given to the city for operation as a dog-park following clean-up in May 2012. Thanks to a land-use agreement with Xcel Energy/NSP-Minnesota, the City of Saint Paul Parks and Recreation Department operates the High Bridge Dog Park. High Bridge Dog Park is located just south of Shepard Road, west of Upper Landing, north of the River, and just beneath the Smith Ave High Bridge.
