Completely fine free Fees still charged for lost items Paine Branch Library was originally the Eastwood Library, and became part of the Syracuse Public Library system when Eastwood was annexed by the city in 1926. It was then known as the Eastwood Branch. The present facility, named for local newspaperman and librarian Dr. Paul Mayo Paine, opened on March 19, 1958. Dr. Paine served as the Director of the Syracuse Public Library from 1915-1942.
